Can I go to college with missing transcripts?

In 2018 I went to school on campus and I lived on campus as well. Turns out my dorm was too expensive and I ended up going over my financial aid.

Well I couldn't go in that following semester because of the debt and I had to drop out.

I got depressed and took a gap year. Due to other issues I was unable to get the debt paid off.

Now I'm trying to get into other schools and I was feeling confident until a school required my old school's transcript. So I had to withdraw my application.

I got accepted to another University but I declined it because after I submitted my application I found out some really sketchy things about the school. Not to mention it wasn't something I could reasonably afford. It's a for profit school.

My focus is on public schools, do all Universities require all transcripts? Because 2 of my applications haven't even pulled up my debted school yet.

If you have any recommendations for public interior design schools that don't do this that would be great. I'm trying to go on campus.
