From which countries in Europe can I get a scholarship for graduate degree with a 3.2 GPA?

Hi, I've finished the 3rd year of bachelor's degree in Baku, Azerbaijan. I'll have to apply for master's degree next year, but I can't afford to study in Europe so I'm looking for scholarships. As I've said in the title, my GPA is 3.2, I don't have any personal project, but I have 2+ years of work experience as a junior digital marketer. I'm also skilled in frontend development and I've built some websites. I also have a failed business if it counts. Which universities in Europe do you think I can get a scholarship from?
