Question for teachers: if you are new to internet based teaching are you allowing students to lay in bed during class?

I had two people in one of my classes (community college) laying in bed. One had his camera off and when she asked him to turn it on he said he had his shirt off so he couldn't. She asked him to put his shirt on while in class... People have also attended class while driving. Professor asks question to the person. The person responds "Sorry I'm driving I can't look at my notes, hold on let me pull over." It is wildly distracting.
