Are public high schools prohibited from charging students fees to cover costs of after-school programs?

I just became the director of an after school music program for a public high school in California and was starting to determine how to get parents to cover a portion of the costs for the program. One of my colleagues just informed me that there is a relatively new law in California that prevents programs from requiring students to pay fees in order to participate. Is anyone aware of such a law here in California or anywhere else? Coming from outside the education world (but not being that far removed from graduation myself), I have a hard time imagining that there is a literal law or rule that essentially requires high school programs to keep students that can't pay a small portion of their own costs.
