Can I apply to college with high school marks even though I’ve done 2 years of university?

Long story short, my university in Canada is withholding my transcripts.

I was unable to pay for second year because my family ran into extreme financial hardship. I owe a big bill but can’t pay it. I’m stuck in the catch-22 of not having enough education to get a good job (and therefore make enough money) and not being able to get an education because I can’t make enough money...

So, I’m wondering if I can apply to a college program using my high school transcripts and just avoid mentioning that I’ve completed some university. If I mention this fact, I’ll be forced to apply as a transfer student and I won’t get in because I can’t produce university transcripts.
