How many academic standards equal a credit?

This may be a silly question, but it is one I've been struggling with answering. Say a high school student is wanting to complete an independent study class for social studies, and upon completion would receive one credit towards graduation. Using the proficiency-based learning model, they would need to show mastery in the standards associated with that particular subject area.

My question is, how many standards do they need to show mastery in in order to earn a full credit? My state, Oregon, lists the standards for social studies, but it doesn't seem reasonable that they would need to show mastery for every standard listed in the document. Let alone the fact that teachers don't cover every standard in a traditional classroom setting for a year-long course. Is it 10? 15? What's the bare minimum? Thank you in advance for any input.
