Completed Bachelor's. Considering PG diploma in Canada. Is it a good move? Got any info?

My brother completed his Bachelor's in mechanical engineering and is considering a Diploma in Project management techniques at Cégep de la Gaspésie et des Îles, Montreal. He got to know about this from a friend of a friend of a friend of his. Someone else suggested him to take up a computer science course as coding jobs pay more in general and that piqued his interest. We dug around the internet for more details and apparently Cégep is a level of education in Quebec that's done before entering a university for a Bachelor's degree and it got us thinking; do Cégeps even offer PG diploma courses?

He's now confused about the whole thing and here I am consulting r/education on his behalf. All he cares about is earning the potential and moving to Canada. Any advice/information to clear up the situation is welcome.
