Doing some research. Need help. "hard-to-staff" schools ... how is this defined? (U.S.) [x-post r/teachers]

"hard-to-staff" schools. That term is oftentimes used during teacher recruitment campaigns. Is that term clearly defined by the U.S. DOE, or does each state have their own way of designating a "hard-to-staff" school?
