Are literacy rates higher in places with languages that have more standardized phonics structure?

I was wondering, if you control for other factors, do children attain higher literacy overall when their languages have more consistent phonics "rules?" For example, there are tons of words that break rules in English, and vowels can make different sounds depending on what consonants are around them. When I took Spanish in college, I thought it was way easier to read, because the phonics rules actually worked. Trying to teach native English speakers how to read is a nightmare. I tried researching this, but couldn't find any relevant studies.
