Canadians: Is there much difference in the education level between big town and small town colleges and universities?

I want to continue my Business Administration degree in Canada, but my current situation allows me(at least for now) to study in a small town(Vernon or Penticton in BC). So I have the following questions regarding the Canadian education system:

Is there much difference in the education level between big town and small town colleges and universities? If so, what is it?

Are Business Administration degrees all the same around the country in case I want to transfer from Okanagan college to another institution?

What would be the difference between studying Business Administration at the Okanagan college and the University of Toronto?

Did any of you completed a degree in a small town and managed to get a job in a big city like Toronto?
