My cousin moved to Mexico from the United States at the age of 10. He was born in the USA, and left at the age of 10 to Mexico. He is coming back to the USA at the age of 18. He had to drop out/ not attend High school to help make ends meet in Mexico. What is the best option for him to receive education in the USA?
