There is a popular video going around explaining systemic racism. The plot of the video is two friends, one black and one white. The white student lives in a higher income area and the black student lives in a low income area.
The premise is that the white student's neighbourhood is richer, thus pays more property tax so his school's teachers are better paid, he gets more free tutors, and extracurricular activites. Whereas the "black" school a few streets away, teachers are paid less and no tutors or extracurricular.
Is it true that two equally qualified teachers in a city would be paid differently based on the property taxes of the neighbourhood?
