Is Oregon going to Gender Neutral restrooms due to Cohort formation in response to Covid?

Under the Required section of the Oregon Reopening Plan it says:

  • Where feasible, establish stable cohorts: groups should be no larger than can be accommodated by the space available to provide 35 Square Feet per person including Staff.
    • The smaller the cohort, the less risk of spreading disease. As cohort groups increase in size, the risk of spreading disease increases.
  • Minimize interaction between students in different stable cohorts (e.g. access to restrooms). Provide access to All Gender/Gender Neutral restrooms.

It sounds like the required plan is to form cohorts "where feasible" and if cohorts are formed each cohort should have its own dedicated gender-neutral bathroom.

Am I reading it wrong?
