Do the new ICE regulations for international students apply to high school?

I’ve seen a lot of information from major news outlets stating that students who are enrolled in Universities that transition online must return home or transfer to another school.

Does this apply to students studying in US high schools too? I haven’t seen anything stating that it does, but then again I haven’t seen anything which would suggest that ICE is making this distinction at all.
