Is there a difference in Primary and Secondary Education at the associates level?

For context, I've been debating going to a community college to get an A.S but all they offer is Primary Education. If I study that, does it translate to eventually getting a secondary education degree or is it going to be wildly different? The long term goal is the become an english teacher overseas ideally for middle/high school.
