Recent research has quantified the costs and savings of offering a free first year of university education in the U.S. Using open-source virtual classes and national exam proctoring, the total cost would be $331 million—less than 1% of the U.S. Department of Education’s annual budget. In contrast, students would save $63.4 billion per year in tuition and living expenses.
