Pell Grant not disbursed?

I have a 0.00$ EFC. I qualified for the max Pell Grant amount, but my college disbursed financial aid without having disbursed my Pell Grant yet. Is it possible to qualify for the Pell Grant and not receive it at the school's discretion?
