In Canada (or at least in Ontario) if you were born from january 1 1999 to december 31 1999 most people would be in their second or their sophomore year of college. But I have noticed that in USA people born from Jan 1 1999 to around august or september of 1999 would be in their sophomore year of college while people born from around August or September 1999 to New Year’s Eve 1999 on their freshman year. I can imagine a Canadian student born in December and goes to a college in US and then classmates say what is their birthday and asking how did they skip a grade when that Canadian student didn’t.
