Is it okay to let children buy their way out of exercise with box tops?

My daughter told me she has to run a mile or turn in 100 box tops to opt out. Is this normal? The school system is so worried about obesity but yet they allow them to get out of exercise with money spent on food mostly. Is this against any law?
