Speech length

Okay, so im 15 and in my year 10 leadership class im expected to make a 15 minute long speech as well as have a 15 minute long activity to go with it, I practised my speech and only managed to get a solid 3 minutes, can anyone offer some help on how to make your speech longer? (my topic is decision making and how it influences us)
