Why is the college tuition fees in America so high?

So recently, the billionaire Robert F. Smith has generously covered college loans for students at a college in America. Here's the link to the article. It is determined he spent about $40 million dollars just to cover for 400 students. This means about $100k per student. From my perspective, this is an insane amount of money to educate just 400 students. $100k is an amount equivalent to the price of properties and houses in a lot of countries including America, and these stuff worth people's life time savings for tens of years. Compared to other countries such as Japan and Germany, where the education quality is top of the world as well, their colleges and universities costs don't seem to put such a huge on people's loans unlike America. But lots of people still choose to go to colleges and universities that cost them so much like that. Is there a reasonable explanation to why education in there cost that much?
