Can anyone here explain to me why republicans have an obsession with "Students first" rhetoric when it comes to education and why that idea is flawed?

I just noticed a bunch of republicans seething at the idea of Joe Biden electing actual teachers to the department of education once he's elected and they always talk about how the students should get to decide how things operate instead of the teachers. I'm very curious where that rhetoric originated from and all the factors for why republicans came to that conclusion.
