Here's what I think is going to happen if schools open and educators and staff are expected to physically show up:
At least some teachers and staff members will catch the coronavirus and will either be incapacitated for a long time or die. The districts will scramble for substitutes and/or teachers to replace the ill/dead, of course. But in light of the ongoing chronic teacher shortage that was happening even before the pandemic started, it's going to be very difficult if not impossible to replace all teachers.
If enough teachers and staff get sick/die, the districts will be forced to go completely online and may even have to increase class sizes so that the students whose teachers are unavailable are getting instruction. In extreme cases, like if too many teachers/staff get sick, the schools may have to be shut down altogether.
