Writing a proposal to my school

Hello, hello!

I'm currently writing a proposal to my school (post-secondary) about drug safety, specifically about creating accessibility to fentanyl test kits in school. A lot of drugs are getting laced with fent where I live and access to test kits is relatively limited. I've already talked to the nurses in my school and I have their full support but I have to write the proposal myself.

Does anyone have any experience with writing proposals to educational institutions who may have some tips or suggestions? Really, anything helps.
