Is inner city education worse than rural education? If so, is that actually due to progressive policies?

My dad and I often debate about education in a very political context. He recently said “Why inner cities which are controlled by democrats and have been for half a century, can't seem to educate their youth? Teacher's unions are a tool of the democrats and we spend more money than other nations, so why can't progressives point to the progress they've made where they are in control?”

I am curious if anyone has good resources for primary sources on education level breakdowns internationally, within the US, etc. Additionally open to people opinions regarding this statement!
