Why was the requirement for the West-B test removed in Washington State?

Hi there,

My question is in the title. As I understand it the West-B was considered a basic skills exam for educators in Washington State. I read recently it's no longer required and I'm confused why this would happen. On the surface it seems like lower standards.

Anyone who can point me towards a good explanation for the rule change?
