For NJ Residents- Will “understaffing” be a justifiable enough reason to keep schools closed?

Recently Murphy announced that it has to be a “health and safety” related reason to delay reopening and go all virtual, but my district is closed because teachers prefer virtual. Will my district likely be forced to open up?
