Is spending money on education rather than extracurriculars more beneficial?

I am looking for educator advice, as a parent. I am stuck at this wall where I am deciding if private education is right for my daughter. She will be an only child and I really want the best of the best for her. Where we live (CA), public schools are rated terribly.

I want her to experience extracurricular activity which she could do in private schooling but it will be with all the same people. I think about putting her in school to diversify her experiences. If she does public school she could potentially have more extracurricular experiences outside of school.

So, what is your opinion on private vs public? Could she thrive in a poor rated school given outside resources?
