Questioning the "goal" of a school

First, I'm talking mostly about university but I think it can apply to college.

Basically recently I wanted to go back and was aiming to do a Bachelor with different field, where you can complete 2 full 30 credits course and fill a remaining 30 credits with smaller programs, but then I came across something that to me made no logical sense and I was wondering if it just because my point of view is tainted or skewed.

I selected a non native language class to start the smaller 30 credits, and then I did and passed the first beginner class, during the summer there were a condensed class, which I had hard time to do. So I started to check and ask question to teacher and such, "if I complete some private course to gather more and come back, what happens?". The teacher answer "I use a test to put you back in the correct level, say you skip the level 2 you then just start again with level 3". I then ask "what happens to the credits from the level 2, its just disappear in thin air?", then teacher: "Basically yes, you havent done the actual class itself and thus you are not granted the credit"

And that where its blew my mind, how does this make any sense? Isnt the idea of a language class to learn the specified language? I just did the level 1, and then skipped the level 2, its doesnt logically follow that I cant have the specified credit to go with it, just because I havent specifically did it IN YOUR SCHOOL. So anything I havent done in a school is worthless? WTF?

It is just the idea that I specifically went through YOUR system and stupidly rigid concept of the structure of YOUR school? and that I didnt gave money to YOU? I'm just shocked and dont know what to say, because to me its just illogical and really doesnt make any sense whatsoever
