Where can I find information on green codes causing California housing to be so expensive?

A while ago I was researching why California housing is so expensive. One reason was that environmental regulations in building codes made it difficult and expensive for construction companies to build. Now I can literally find nothing about green codes causing high housing costs.

Anyone know of a quality article that mentions high housing costs due to green codes?
