Are professor more flexible with foreign exchange student?

I’ve come across people that graduated from a university with a bachelors degree in the USA and I just wonder to myself how did they graduate? Not to judge but their English wasn’t so great and when it came to speaking I can hear incomplete sentences or bad grammar. Makes me wonder how their writing assignments are like. Do they get help from a program? I’m born and raised in USA and I’m struggling to pass my English class and public speaking. Just seeing foreign exchange student that could barley speak and graduate from a university makes me jealous.
