Honest question. Why are High School students required to pass every subject in order to graduate?

Sorry if this sounds like a silly question but I've always wondered this. When I was in High School, I failed Chemistry and I had to take "special remedial classes" in the summer in order for me to move on to the next grade. The question I asked myself back then is still relevant now because I still don't have the answer to it. "Why do I have to pass this class if I know I won't use this at all in the future?" I'm not against taking the class. It's a requirement after all. My issue at hand was actually needing to PASS the class. I had no problem with taking the class as a subject in school. As a matter of fact, I didn't "half-ass" the class even though I didn't like it. I genuinely tried my hardest but the subject was just too difficult in the end. The major issue arose when the subject became a major nuisance to the point that I had to waste my entire summer making up for it even if I clearly knew that I wouldn't be needing it in the future.

Fast forward to today and I think my stance was justified. After I graduated High School, I went to college and I took up a degree which was definitely not chemistry. I took up a Business Management degree with a special focus on Marketing and Mass Communications.

Right now, I work in the Human Resources department of an advertising agency. I use the concepts I learned from my Mass Communication classes for things such as organizational development, recruitment, and employee evaluation. On the other hand, I use the concepts I learned from my Marketing classes in order to understand the nature of the advertising industry as a whole and how our agency helps clients solve their marketing problems. I definitely apply the things I learned from my degree and I can say for sure that I never used the things I learned in my Chemistry class.

So yeah, the question I asked myself back then is still relevant now. Why did I have to waste an entire summer just to pass that class? Am I justified in my stance knowing where I am today?
