5th Grade - Hold back in private school or move forward in public

Advice Needed: Our 10-year old son struggles with school heavily.  He’s has several diagnosis (ADHD, anxiety, executive processing issues)— but doesn’t fully fit any of them and none of the “treatments” have helped much.  He currently attends a high-end private school for 5th grade and is barely staying afloat even with limited homework and daily in-school tutoring.  The school provides significant support, but have also indicated they’re not sure they can provide what he needs. While they haven’t directly said it yet, we expect to be either asked to leave or asked to repeat 5th grade.

From our standpoint, the school is extremely expensive, but he is safe and he is happy overall.  The school worries he is not able to keep up in class with his high-achieving peers. If he was to repeat the grade, it probably is a safe place to do it — I don’t think he’ll get teased much.  He’s also one of the youngest boys in the class and he would be in line with the class behind him.

Our neighborhood school is ok and is a K-8 school.  Definitely does not have the same overall resources, but does have a strong SPED/learning specialist dept.  When we were in public school prior (in a different city), we had a lot of issues with our kid being bullied.  He doesn’t read social clues well and it seems to make him a big target.  The class sizes will be a little bigger, but not substantially.  On our tour, the kids seemed pretty checked out overall — but that may have been just because they were being watched by a tour of strangers. 

The question really comes down to is it better to hold him back in a high-performing private school or move him forward in a more moderately-paced public school?
