How do I report a medical school?

How, can I report a specific medical school, for Racism, Discrimination?

I am aware of a cheating ring, sponsored by Faculty, Where a certain privilege is only previewed to it. While confronting the faculty, the response is " we know people cheat " lol? The people affected are minorities.
