How do new public schools get built?

I have a pretty good handle, I think, on how charter and private schools get started. But how do new public schools begin?

Under what circumstances does someone decide, "We need to build a new public school"?

In whose eye does the twinkle originate-- the superintendent? The school board? Parents? Teachers?

Then how are the funds appropriated? Who takes part in designing the school? How is a site chosen?

And finally, how does the plan become a reality?
