Went to the hardest high school in the area and now my marks are down, am I screwed?

I don't know if this is the correct place to ask this, but my question is about education and this is r/education.

I live in Italy, and here when you exit middle school you have to choose between different types of courses in different schools, after 5 years you take the exam and graduate.

I came out of middle school with A+ grades, and as such went to the hardest possible high school in the area, where I'm moving on with a ~75% average, in my exam I will probably not get more than 85%.

If I wanted to join an italian university it wouldn't be a problem, even the most prestigious ones don't care for high school marks (this should say something) but foreign universities do, and for EU students usually require 90+% at high school graduation.

Am I stuck here? Should I apply anyway to foreign universities even though I don't reach the minimum requirements? I can't afford the prestigious universities here but there are many programs that would cover costs abroad.
