The problem with the progression graph, and how to fix it

Yesterday I made a post explaining how student assessment should primarily be qualitative and that it should focus on individual improvement. I suggested that each student and their parents should get a progression graph detailing how much they've improved that term/year.

But a redditor pointed out that this would incentivize kids cheating, since they could just start off at a terrible level, and then "improve" and get all the praise for improving so much.
