I'm currently studying Diploma in Power/Automobile Engineering, can I change my major to Computer Science or something and continue from the grade where I have finished my Diploma?

I'm on my last year of diploma, in 14th grade (College). I absolutely despise my current subjects and want to move to different subject from 15th grade (University).

From where I come, students have almost zero choice over what they want to study (You can only choose 'Science', 'Business' or 'Arts'), the government decides what you are going to study. If I want to continue studying in my country I'd have to choose the predefined subjects.

I was wondering if I were to study as a international student in any polytechnic universities from US or Canada, can I change my major and continue from 15th grade or do I have to restart from the beginning?

My results have been average to good in college.
