Why is it so hard to get copies of your transcripts

For years, I've been trying to get my GED but realized the classroom setting is not for me. Now for the last 6 months or so, I've been calling the board of education in the counties I went to school in and the Department of education. Now I understand that the DOE is located in Baltimore and most of them in the education field don't do their jobs properly. But why isn't there a way I can retrieve them online?
