I graduated HS in a foreign country, do I need a GED in the US?

Basically what the title says, I got my HS transcripts from a third world country and I've heard different stories.

Some people telling me I need to take the GED and SAT to be accepted in a university and some others telling me that I just need to pay to an agency like WES to evaluate the equivalency of my studies and then take a SAT.

Which one is correct?, or if both paths are valid, which one would you take?
