Question on using free content in curriculum

Is it illegal for a school to use free content in their curriculum? Not as in recommendation. Partially as time fillers.

But, I mean as something they're requiring you to view and answer tests on. They're grading you on this.

This is happening at a school that I am at. It's happened in multiple classes actually. I know it's illegal for companies to use free versions of software for work.

I also know there's some schools where they have paid memberships to udemy, coursera and other places. They watch the videos and then "discuss". Which I can understand (Not necessarily approve of but ok...), because they did pay the company for it.

But in this situation, I think this is crossing a lot of lines. Especially when they're receiving 20K per student for a paid education. TBH that's not what free content is there for.
