Appropriate or no?

So I am new employee at a junior high school. I wanted to ask the online community on how they handle students that talk about menstration. I saw an interaction today in which a male teacher became very angry and threatened detention for two girls talking about their periods. I'm just not sure if he overreacted? and if that topic should be met with a zero tolerance? Maybe its generational but I always thought that periods should be normalized. BUT because I'm new to education, I don't know the appropriate talk line.
