Waiting for a reply from my current uni. I was thinking about applying to other universities but I don't know where I'd be accepted. Any suggestions? (UK)

Hey everyone. TL;DR at the end, please help me out here.

So I really want to study Computer Science at an university and 2/3y ago the best option was the UK (I'm in EU), and it still kind of is. They had this program for EU students where we didn't need to pay for our course until a year after our study period (they gave us an extra year, so if our course was 3y we had 4y and we'd only start paying after 5y) if our income is above a certain ammount by then. This meant I could study "for free" at a good university and worry about paying it once I actually have a good job.

I had some issues with the program which delayed my university situation and I ended up not attending. This caused me a lot of pain cause I felt like I was losing my chance at the future I dream of, mix that with an abusive, toxic and manipulative girlfriend, no routine whatsoever, financial problems and sedentary life, my mental health was completly messed up. I came back to my country after a year, broke up with that girl, and I've been healing myself, I tried to fix my university situation once and for all. I sent a temporary withdrawal form and proof I have moderate depression to them, the guy said he had to receive approval from his higher ups but it's been a month and a week and still nothing. I sent him an email on Tuesday asking if he got any news or if he knew when I could expect to receive an answer, but he didn't reply.

I'm not sure they will accept me or not and right now I feel like I shouldn't wait for an answer that could be 'NO' and then waste another year waiting, I'm already 21 by the end of the year I'll be 22, some people my age are about to finish their course and I've been stuck. So I was thinking I could apply for another uni. Back then I applied to this one with the help of a company so I was limited to ~50 universities in the UK, but now I could pick others that weren't available. The problem is I didn't finish my highschool, this company negotiated with the uni to get me into 1st year of uni even though I hadn't finished highschool (I failed two subjects Mat and Physics-Chemistry but my other grades were really good), so I'd probably have to go for a foundation year this time? My problem is I don't know which university to pick. If I could chose any I'd go for one of the very best Computer Science unis like Oxford or something, but obviously there's no guarantee they'd accept me, I'd say it's quite unlikely, but I would like to know other people's opinion.

TL;DR: Had some issues with uni, ended up not attending. I tried to fix things with them but they're taking a long time to reply and their answer might be 'NO' so I was thinking of applying to other universities in the UK. I didn't finish my highschool so I'd probably have to go for a foundation year? I hired a company last time and they negotiated with my uni to put me in 1st year but now I don't have their help, which also means I can chose from any university but again, I didn't finish highschool so I don't know which universities would accept me. Any suggestions?
