I want to propose a new standardized test. Who do I talk to?

I know this is a super far-fetched dream. But I would love to propose a new kind of standardized test to replace the ACT and SAT. Instead of metrics like reading, science, math; it would be metrics testing the ability to apply learned processes, unique problem solving, emotional intelligence, quick-thinking, data analysis, subjective analysis. These metrics are more complicated, but they would be more comprehensive in terms of accurately portraying the Student.

What organizations would I have to submit this idea to?

(Obviously I would consult and research with psychologists, education specialists, and educators first)
