How to help an illiterate parent w/ possible intellectual disability

I noticed my mom couldn’t read at a pretty young age, and have tried my best to balance school while helping her on her journey to literacy. She started taking adult literacy classes a couple years ago, I’m a senior in college now and she doesn’t seem to have progressed significantly since I started school. I noticed that when helping with her homework she’ll easily forget something that you said a second before. When reading her writing I noticed that she constantly will switch letters around in a bunch of words which leads me to believe that she’s gone this long with undiagnosed dyslexia. I’ve tried a bunch of ways to help, but nothing seems to be working. Is there a way to help her?

Also, she’s an immigrant but speaks perfect English almost to the point where her accent is hardly detectable.
