How to start a learning pod for a group of students

I have a group of low-income students that I would like to create a learning pod for. They've struggled with remote-learning thus far and this will likely continue given there aren't other options.

I don't want to ask the parents to pay to enroll in the pod for obvious reasons. So, how can I start a learning pod for these 6 learners and get it funded?

I don't have any personal savings that I can use to do this. No grant writing experience. But I really want to do this.

Funds needed would be for:

1. Food
2. Transportation
3. Rent/Utilities
4. Small salary

Any ideas on how I can do this?
