When a teacher decided not to be sent a evaluation rubric made by a student

What do you think about a situation where a school teacher privately chose not to be sent a evaluation rubric made about them by a student. But they earlier told that student (during a phone conversation), that they were curious and intrigued about it.

Does that come across as perhaps: being insular/avoiding civil constructive criticism, an attitude of being above scrutiny, and not valuing the time, effort and energy put into the feedback made? As well as avoiding the possibility of learning about a few weaknesses being identified? (Despite most other topics covered and included, being marked as strengths or good at.)

Say, for example you were the student and you are disappointed that your teacher has so far not opted to receive the rubric. Could you suggest any way of alternatively offering or mentioning a sample or introductory form of a evaluation rubric, without risking coming across as too critical or tough, whilst being objective?

(For example the original rubic spreadsheet template showing the structure and contents for each topical section area with particular matters, but without any marks/selections highlighted, and no name/school/class/year mentioned, nor any notes.)
