Hispanic importance in surveys

This might be a weird question but I can't think of a better place to ask so I'm going to explain here

Quick context: I worked at a place in which we do phone surveys, often there are about school bonds, without fail, the last two questions are

Do you come from a Hispanic background 1. Yes 2. No 3. DK/NA

[If 2 or 3, ask] Then what is your ethnicity? Then the list would be here.

I always noticed this but never questioned it, I assumed it was a funky thing, but I had to sign up for a college management website for an AP class and it had a mini survey and the last question what the same

If anyone could explain why Hispanic is getting singled out and never any other ethnicity, i would greatly appreciate it, or a resource that helps where I could get more information, thanks!
