Would a temporary mandatory boarding school system in some areas fix the problems?

There are some school districts and areas in cities where attendance is extremely low and like half the students are chronically absent. Then the grades are also really low.

would a temporary boarding school system lets say 20 years or so change the culture on education in that area.

i think you should be able to opt out your kid, but I imagine many for one reason or another will not.

this is a hypothetical going nuclear option to fix a deep rooted problem.
