Are teachers allowed to tell students there will be a quiz next week, but the specific day will be a surprise?

And if a student refuses to take the quiz, claiming it couldn't have been a surprise, would they be allowed to skip it? Clearly, a quiz on Friday would not be a surprise. But then, a quiz on Thursday wouldn't be a surprise either, and so on. Since a surprise quiz was not possible under these conditions, the student assumed there would be no quiz at all.
